OFFICIAL STATEMENT

The attention of the PAP Phase 2 Leadership Forum has been drawn to a recent publication by Tarakiri Voice Newspaper concerning the Presidential Amnesty Programme (PAP) and the unfortunate passing of some individuals.

While we acknowledge the emotional weight of these losses, it is important to state clearly: stop speaking on matters you do not fully understand about the Niger Delta struggle. Those who were part of the struggle—and those who truly understand it—know the men who contributed to the peace Nigeria enjoys today. Their names, roles, and sacrifices are well known and require no distortion or sensationalization.

Misinformation and misrepresentation serve no useful purpose. They only mislead the public, create unnecessary tension, and undermine the progress made in sustaining peace in the region. The history of the struggle and the contributions of its key actors are well documented and should not be trivialized.

We extend our sincere condolences to the families of those who have passed on. Their loss is deeply felt. However, it is both unfair and misleading to attribute deaths solely to administrative processes or to the Presidential Amnesty Programme. Sickness and death are realities of human existence.

Across Nigeria and the world, even Presidents, Governors, Ministers, Senators, members of the House of Representatives, and other well-resourced individuals have succumbed to illness. This reality underscores a simple truth: life and death are beyond human control.

As people of faith, we recognize that all life belongs to Almighty God. No individual or institution can determine when a person’s time will come. Being a beneficiary of the Presidential Amnesty Programme does not exempt anyone from the natural realities of life.

It is also important to emphasize that the Presidential Amnesty Programme has continued to provide support to individuals and families during critical times—not only to its beneficiaries but to humanity within its reach whenever possible.

The PAP Phase 2 Leadership Forum remains committed to supporting the Programme’s objectives and ensuring that accurate information is communicated to the public. We urge media organizations and commentators to uphold responsibility, verify facts, and avoid narratives that may misinform or inflame public sentiment.

As a Christian, I pray for all—both beneficiaries and non-beneficiaries alike:
May God grant us good health and long life, in Jesus’ name. Amen.

Signed:
Gen. Ibena Rufus Salvation
National Chairman
PAP Phase 2 Leadership Forum
