Former Minister of Finance, Budget and National Planning, Zainab Shamsuna Ahmed, purchased a $765,000 mansion in Silver Spring, Maryland, United States, on November 20, 2023, barely six months after leaving office as Nigeria’s finance minister, property records obtained by TrackNews reveal.

The transaction, completed on November 20, 2023, and officially recorded on November 27, involved a residential property located at 8509 2nd Avenue, Silver Spring, Maryland.

The deed identifies Zainab Shamsuna Ahmed and her husband, Shamsuna Ahmed, as joint purchasers under a Maryland marital ownership arrangement known as tenants by the entirety, which allows married couples to hold property jointly.

The identification of both buyers is significant because Shamsuna Ahmed is publicly identified as the former minister’s husband. When Zainab Ahmed assumed leadership of the Federal Ministry of Finance, Budget and National Planning in August 2019, her husband was publicly identified as accompanying her at the official handover.

### $593,000 MORTGAGE, $172,000 OUTSIDE THE LOAN

Documents reviewed by TrackNews show that the $765,000 acquisition was partly financed through a $593,000 mortgage obtained from Bank-Fund Staff Federal Credit Union, a financial institution serving staff of the World Bank and International Monetary Fund in Washington.

The mortgage deed carries a promissory note dated November 20, 2023, with a maturity date of December 1, 2053, indicating a 30-year financing arrangement.

The difference between the property’s purchase price and the mortgage was $172,000, representing the portion of the purchase price not covered by the recorded loan.

The deed of trust also lists the buyers’ previous address as 2555 Pennsylvania Avenue NW, Apartment 818, Washington, DC.

However, the property documents reviewed by TrackNews do not establish the source of the $172,000 contribution or provide a breakdown of the buyers’ income and other financial resources used in completing the transaction.

### FROM MINISTER OF STATE TO NIGERIA’S FINANCE MINISTER

Zainab Ahmed entered the Federal Executive Council in November 2015 as Minister of State for Budget and National Planning.

In September 2018, she became Minister of Finance following the resignation of Kemi Adeosun.

In August 2019, she assumed responsibility for the combined Ministry of Finance, Budget and National Planning, placing her at the centre of Nigeria’s federal fiscal administration, budget preparation and public financial management.

She remained in the position until May 29, 2023, when the administration of former President Muhammadu Buhari ended and the incoming administration took over.

The Maryland property purchase was completed on November 20, 2023, approximately five months and 22 days after she left office.

### PROPERTY RESOLD FOR $850,000

The Silver Spring property did not remain in the Ahmeds’ ownership.

A subsequent deed dated April 27, 2026, and recorded on April 28, shows that Zainab Shamsuna Ahmed and Shamsuna Ahmed transferred ownership of the property to Afolabi Emmanuel Olowookere and Eniola Abosede Olowookere for $850,000.

The transaction represents an $85,000 increase over the original purchase price of $765,000 within approximately 29 months.

The property records therefore establish both the original acquisition and the subsequent disposal of the mansion.

### CONSTITUTIONAL ASSET DECLARATION QUESTIONS

The transaction raises questions about the constitutional asset declaration obligations applicable to former public officers, particularly the requirement to declare assets, liabilities and relevant family holdings.

The Fifth Schedule to the 1999 Constitution of the Federal Republic of Nigeria, as amended, establishes the Code of Conduct for public officers.

Under its provisions, public officers are required to declare their assets and liabilities, including those of their spouses and unmarried children below 18 years of age, to the Code of Conduct Bureau.

Such declarations are required upon assumption of office, at the end of every four years and upon leaving office.

The constitutional provisions also cover assets held outside Nigeria, which are to be declared in the currency of the country where they are situated.

The Code further addresses situations where a public officer acquires assets that cannot reasonably be explained by income, gifts or approved loans, subject to the constitutional conditions and the officer’s opportunity to establish a lawful source.

For a former minister who left office on May 29, 2023, the timing of the November 20, 2023, acquisition raises questions about whether the property was subsequently disclosed to the appropriate authorities and how its funding was accounted for.

However, the purchase occurred after her exit from office, and the available property documents alone do not establish a violation of the Code of Conduct or prove that the funds used were unlawfully obtained.

### WHAT THE DOCUMENTS DO NOT REVEAL

TrackNews’ review establishes the following:

– The property was purchased for $765,000 on November 20, 2023.
– Zainab Shamsuna Ahmed and her husband were named as joint purchasers.
– A $593,000 mortgage was obtained from Bank-Fund Staff Federal Credit Union.
– The difference between the purchase price and the mortgage was $172,000.
– The property was subsequently sold for $850,000 in April 2026.

The documents reviewed do not disclose the source of the $172,000 contribution, the buyers’ complete financial circumstances or whether the acquisition was included in any relevant asset declaration.

The Code of Conduct Bureau does not routinely make individual asset declaration records available to the public, making independent verification of the former minister’s filing difficult.

The central questions remain: Was the Silver Spring property disclosed to the appropriate authorities? What was the source of the $172,000 paid outside the mortgage? And was the acquisition properly accounted for under the applicable asset declaration requirements?

TrackNews’ findings are based on the property transaction records reviewed. The acquisition and subsequent sale do not, by themselves, establish wrongdoing.
