The National Agency for Science and Engineering Infrastructure (NASENI) has come under scrutiny over ₦10.65 billion in payments reportedly made to CGC Nigeria Limited within three days in December 2025, in connection with the construction of its Abuja campus.
According to payment records cited in a report published on September 26, 2026, NASENI released ₦5.65 billion on December 25, 2025, described as the balance of a mobilisation fee, followed by another ₦5 billion payment on December 27, described as part payment of the same mobilisation fee.
The reported payments formed part of a 30 per cent mobilisation fee for the campus project. Based on the figures, the implied contract value is approximately ₦35.5 billion.
The sequence of the two payments has raised questions because a payment described as the balance of the mobilisation fee was reportedly made before another payment described as part of the same fee.
The report also raises questions about the procurement trail for the project, particularly whether the contract award to CGC Nigeria Limited was publicly advertised and competitively tendered.
NASENI has publicly advertised capital-project procurement opportunities through tender processes. Its 2026 procurement notice, for example, invited qualified companies to submit technical and financial bids for agency projects.
The Abuja campus project itself is not in dispute. NASENI has ongoing infrastructure and innovation-development activities in Abuja, while Executive Vice Chairman/CEO Khalil Suleiman Halilu has been leading the agency since September 2023.
The size and timing of the reported payments, however, raise questions about the basis for the disbursements, the contractual terms governing mobilisation, the procurement process and the level of work completed when the payments were made.
The issues are particularly significant because the first reported payment fell on December 25, Christmas Day, only days before the end of the 2025 financial year.
The allegations and questions surrounding the payments would require responses from NASENI, CGC Nigeria Limited and relevant procurement authorities to establish the full circumstances behind the transactions.
